In 1968 Richard Nixon's presidential campaign sought to take advantage of racial tensions in the south and swing the southern white vote their way (which traditionally voted Democrat. Dixie Democrat). After the federal government began integrating institutions, Nixon's campaign manager knew that if his guy went out talking about how important states rights were, it'd be code language to all the white voters in the bible belt that he was going to be the guy who'd make the feds back off and allow their states to treat black people however they wanted. The strategy worked and that part of the country has been a strong Republican/conservative hold ever since.
